Do FSA and HSA Cover Sales Tax and Shipping on Red Light Therapy?

Short answer: In most cases, yes. Sales tax and shipping charged on an FSA/HSA-eligible purchase are generally treated as part of that purchase, but plan administrators differ, so keep an itemized receipt and check your plan's rules.

Shopping with pre-tax dollars? The FX500 red light therapy panel is our full-body flagship, and you can browse everything on the FSA/HSA eligible collection.

It's a small worry, but it trips people up all the time. You've got a set amount in your account, you find a device that fits, and then you wonder whether the tax and shipping will push you over, or get rejected altogether. Let's walk through it.

Is sales tax FSA or HSA eligible?

Sales tax on an eligible item is generally reimbursable. It's considered part of the cost of the eligible product, so if the device qualifies, the tax on it usually does too. Flex, a major FSA/HSA payment provider, states that sales tax is considered an eligible expense under IRS rules when you buy an eligible item (Flex).

The practical tip: make sure your receipt shows the tax as its own line, not just one lump total.

Are shipping fees FSA or HSA eligible?

Often yes, but this is where administrators differ, so it's worth a quick check. The federal employee program FSAFEDS, for example, lists "sales tax, shipping and handling fees (for any eligible expense)" as eligible with a detailed receipt (FSAFEDS eligible expenses). The key phrase is "for any eligible expense." Shipping on an ineligible item doesn't become eligible.

The IRS's main guide to these accounts, Publication 969, defines qualified medical expenses broadly but doesn't spell out shipping line by line. That's why your own plan administrator's rules matter. If you're unsure, a short call or message to them settles it.

What if my FSA or HSA card only covers part of the total?

You can usually split the payment. Pay the covered portion with your FSA/HSA card and the remainder with another card. We walk through exactly how in our guide on splitting a payment between your FSA or HSA card and another card.

This matters most when tax and shipping nudge a purchase just past your remaining balance. Knowing the full out-the-door total before checkout helps you plan.

Why does my receipt matter so much?

Because accounts have to verify what the money was spent on. An itemized receipt that lists the product, the tax, and any shipping charge makes that easy. If your administrator later asks for documentation, you'll have it ready. We cover that in why your FSA might ask for a receipt after you've already paid.

Does the timing of my HSA matter?

Yes. For an HSA, the IRS says expenses incurred before you establish the account aren't qualified medical expenses (IRS Publication 969). So the purchase, including its tax and shipping, should happen after your HSA is open.

How do I estimate my real total before I buy?

Add the product price, your state's sales tax, and any shipping charge shown at checkout. For example, the FX300 panel is listed at $199.99 before tax and shipping, so your actual total will be somewhat higher. Compare that total, not just the sticker price, with your remaining balance.

Frequently asked questions

Is sales tax covered by an FSA or HSA?

Generally yes, when it's charged on an eligible item. Keep a receipt that shows the tax separately.

Is shipping covered by an FSA or HSA?

Often yes for shipping on an eligible purchase, though administrators differ. FSAFEDS lists it as eligible with a detailed receipt; check your own plan.

Can I pay the tax and shipping with a different card?

Yes, most people can split the payment. Use your FSA/HSA card for what it covers and another card for the rest.

Will my FSA or HSA card be declined if the total is over my balance?

It can be. Many cards decline when the amount exceeds the available balance, so splitting the payment is the safer move.

Do I need a doctor's note for the tax and shipping?

No separate note is needed for them. They follow the eligibility of the item itself. Whether the device needs a letter of medical necessity depends on your plan.

The bottom line

Tax and shipping on an eligible purchase are usually covered, a detailed receipt is your best friend, and a quick check with your administrator removes the guesswork. You've already done the hard part by planning to use pre-tax dollars for something that may help you feel better.

Lights on, pain off.
